hearty Welcome to all starting to read this blog, especially welcome to all the Training
Service Providers, Training Centres, Campuses, Assessors, Moderators, people from the
various SETA's, Government, Councils and so forth.
This
blog is an attempt by normal folk in the Training Industry to reach out to all role players in the Industry to help them better understand the role of the QCTO first and foremost, and then to explain their mandate and we are dedicated to bring you the facts as we receive it surrounding
the QCTO implementation that is in the process, and have been for quite some
time.
How and where will we start on this very important subject, who and
what is the QCTO and how will their decision making have an effect on our SMME
Training Services Providers, is a difficult question, but the Authors of this
blog, of which the founding members is myself, Riaan De Witt and Dr. Karen Deller of Chartall Campus, www.chartallcampus.com, will try our level best in bringing you the news as and when it is made public.
Why these changes you might
ask, what does the future hold for the training industry? Well, this blog is
dedicated to give people answers to questions, in the simplest form possible,
for everyone to understand.
Overview
The mission of the Quality
Council for Trades and Occupations (QCTO) is to effectively and efficiently
manage the occupational qualifications sub-framework in order to set standards
for, develop, and quality assure national occupational qualifications for all
who want a trade or occupation and, where appropriate, for professions.
The QCTO is one of three
Quality Councils (QCs) responsible for a part of the National Qualifications
Framework (NQF). Collectively, the Quality Councils and the South African Qualifications
Authority (whose role is to advance the objectives of the NQF and oversee its
development and implementation), work for the good of both learners and
employers.
Another important role for the QCTO is to offer guidance to service
providers, who must be accredited by the QCTO to offer occupational
qualifications.
Overseeing Department / Entity
In a nutshell, the governing role of the QCTO is to offer guidance to service providers, the big question that needs to be asked from the off-set, are they doing that and what mediums are they using to reach the role players?
